In 1941, following Kamikawa-Maru, Kimikawa-Maru and Kiyokawa-Maru were converted into seaplane tenders as part of the second wave and were assigned to the fleet.

After docking at Saipan, they participated in the Rabaul campaign. In 1943, Kiyokawa-Maru was designated as a special seaplane tender and reassigned to the 2nd Southern Expeditionary Fleet. Later, it was hit in Makassar and saw the end of the war in the western South Sea.
